10/2008 – Present – Account NI / DCAL - Wave 4 Project Implementation Team
The main duties and responsibilities, of assisting in ensuring DCAL readiness to go live in April 2009 on Account NI financial systems
Developing databases (using MS Excel and/or MS Access) in order to collate and query financial data in an accurate and timely manner
Completing the data collection templates issuing from Account NI in an accurate and timely fashion using MS Excel;
Maintaining data templates throughout the process until go-live in April;
Ensuring that the Account NI timetable is adhered to and in particular that data drop timelines are met;
Querying data templates in the most optimal fashion in order to answer Account NI queries in a timely and accurate manner;
Answering ad hoc queries arising throughout the life of the Account NI project;
Working alongside other members of the Department and the Account NI Central Project Team in order to further the design and implementation process; and
Assisting with the go-live preparation by participating in system testing and staff training.
6/2007 – 8/2008 – Finance and IT Dept, Compensation Agency, Belfast
Manage the finances of a Northern Ireland Office (“NIO”) agency with a £56 million budget.
Prepare monthly reports including agency’s management information report (reporting on both financial and operational performance indicators) and NIO financial returns.
Line manage and develop finance staff and IT staff.
Prepare and monitor administrative and programme budgets.
Represent agency in special projects including centralisation of finance functions and preparation of Department of Justice business systems for devolution.
Liaise with various government departments and respond to parliamentary questions.
Provide advice on financial aspects of claims for criminal damage and personal injury and negotiate settlements of up to £6 million.
Manage fixed assets including additions, indexing and reconciliation with general ledger.
Manage IT support functions for 80 users.
Drive IT development projects including setting up links to other agencies, migrating legacy systems and upgrading core business system.
7/2006 – 6/2007 - Business Development Manager, Unity IT Ltd, Lisburn
Provided financial and operational management of Information and Communication Technology (“ICT”) support and software development business.
Managed finances, including payroll, and prepared month-end financial statements including cash flow and weighted aged debtors.
Provided Sage Line 50, Line 100 and Payroll installation, training and support.
Line managed engineers and development contractors.
Developed proposals, negotiated contracts, and set service level agreements with clients.
Led development teams on projects including Microsoft (“MS”) Access database financial system for Failte Ireland to improve profitability of the Irish hotel industry and MS Structured Query Language (“SQL”) and Active Server Pages (“ASP.NET”) system for the motor industry.
7/2004 – 7/2006 – Senior Consultant, ASM Horwath, Belfast
Performed private and public sector consultancy including “Green Book” economic appraisals and evaluations, internal audit and ISO17799 ICT security audits.
Wrote extensive reports, prepared audit files and liaised with a range of stakeholders.
Developed and audited MS Excel cash flow statements and projections including a spreadsheet for costing and cash flow forecasting for legal seminars, an audit of cash flow spreadsheets forecasting £65 million annual spend for the Northern Ireland Legal Services Commission and a cash flow spreadsheet for the sale of trucks for a major dealership.
Prepared Net Present Value (“NPV”) calculations and cash flow projections for diverse appraisals and evaluations including a review of the Northern Ireland mushroom industry, the development of the Bagenal’s Castle Tourist Information Centre in Newry, and the CLEVER Homes fuel poverty alleviation programme.
